realizing common prosperity for all is an important strategic task that our party must accomplish after leading the chinese people of all ethnic groups in overcoming absolute poverty and completing the building of a moderately prosperous society in all respects, and embarking on a new journey to comprehensively build a modern socialist country. it is not only the essential requirement of socialism and an important feature of chinese-style modernization, but also a political issue concerning the popular sentiment and whether our party can build a long-term ruling foundation.
the common prosperity of all people is not in the narrow sense of material wealth, but in the broad sense of both material and spiritual life. it includes performance on the income, property and material living conditions "visible" dominant rich, including performance in social equity and justice and "learn to teach his time, work pay, sickness, and to" equal public services and public products, to improve the ecological environment and on the condition of spiritual and cultural life "to ignore" or "invisible" hidden wealth. therefore, to achieve "all-round prosperity" for all of our people, we must not just "make the cake" and then "share the cake". we must adhere to a systematic approach, achieve common prosperity for all through high-quality development, and then rely on the common prosperity of all people to strengthen the momentum of high-quality development.
in essence, high-quality development is development that reflects the new vision of development. it is development in which innovation has become the primary driving force, coordination has become an inherent feature, green development has become common, openness has become the only way, and sharing has become the fundamental goal.
therefore, to achieve common prosperity for all through high-quality development, we must make good use of innovative development as the primary driving force. common prosperity is a problem of income distribution, but it is fundamentally a problem of developing productive forces. it is the fundamental foundation for common prosperity of all the people to unleash and develop productive forces, maintain medium-high growth rate, continue to expand the size of the economy and expand the middle-income group. therefore, on the one hand must completely change we rely more on resources, environment, capital, labor and other inputs to support economic growth and the way of the development of scale expansion, speed up the implementation drive into innovation drive from the elements, and to improve labor efficiency, capital efficiency, land, resources efficiency and environmental efficiency, scientific and technological progress contribution rate and total factor productivity, maximize output with less input. in particular, we should optimize the modern industrial system and the networked and intelligent way of production organization, enhance demand capture ability, brand influence, core competitiveness and improve the quality of products and services to maximize the personalized, diversified and constantly upgraded needs of the people for a better life. on the other hand, we must encourage and support mass entrepreneurship and innovation so that all sources of wealth creation can flow and innovation and creativity of various social entities can be unleashed. as a result, our people will become rich through hard work and innovation and the vast majority of the people will be brought into the middle-income group.
second, we must rely on the endogenous feature of coordinated development. coordinated development addresses china's existing imbalances in development between regions, between urban and rural areas, between the economy and society, and between material and spiritual progress. only by coordinating and balancing these relations can we achieve common prosperity for all. to promote coordinated regional economic development, we need to identify areas of weakness in regional development, make greater efforts to shore up areas of weakness, and by doing so, tap development potential and enhance the sustainability of development. to achieve common prosperity for all, while encouraging the developed eastern regions to play an exemplary role in getting rich first, more emphasis should be placed on the eastern region to help the underdeveloped central and western regions, especially old revolutionary base areas, ethnic minority areas, border areas and backward areas that have just been lifted out of poverty, and a long-term mechanism should be established. to promote the coordinated development of urban and rural areas, we must recognize that the most arduous and burdensome task of achieving common prosperity still lies in rural areas. therefore, we need to comprehensively promote rural revitalization, accelerate the industrialization of agriculture, invigorate rural assets, increase farmers' property income, and enable more rural residents to get rich through hard work. at the same time, we need to accelerate the formation of systems and mechanisms that promote agriculture through industry, support rural development through urban areas, and integrate urban and rural development, so as to ensure the common prosperity of both urban and rural people. to promote coordinated economic and social development, we need to address the problem that "the economy has a long leg and the society has a short leg", increase input in programs to improve people's livelihood, and increase access to public goods and services. to promote the coordinated development of material and cultural progress, we need to strengthen the guidance of core socialist values, develop public cultural programs, improve the system of public cultural services, and constantly meet the diverse, multi-tiered and multifaceted cultural needs of the people so as to achieve prosperity both in material and spiritual life.
third, we must make use of green development as a common form of development. green development is not only a means to meet people's demand for a beautiful ecological environment, but also an effective way to increase the income of residents in some underdeveloped areas. less developed areas are mostly restricted development zones, ecological conservation areas and rural areas. these regions have low carbon emissions due to their low level of industrialization. promote green development, improve ecological compensation mechanisms, develop carbon sink trading markets, encourage ecological benefit areas and developed areas with high carbon emissions to make fiscal compensation and pay for carbon emission rights to less developed areas, so as to increase the income of residents in less developed areas and achieve common prosperity.
fourth, we must rely on opening-up and development as the only way forward. open development aims to solve the problems of internal and external linkage and two-way opening-up. in addition to natural conditions, most of the reasons for the backward development and slow income increase of residents in less-developed areas are due to the low degree of opening-up and the inability to fully share the benefits of opening-up. therefore, to achieve common prosperity for all, "no one is left behind", we must open up the central and western regions and areas old revolutionary bases, ethnic minorities, border areas and poor areas both externally and internally, so that more production factors such as industries, capital, technology, knowledge and data can flow to these regions and their development capacity and sustainability will be enhanced.
fifth, we must make good use of the key strategy of shared development. shared development is the fundamental goal of high-quality development and the key to achieving common prosperity for all. on the one hand, it should be made clear that low-income groups are the key support groups for promoting common prosperity. we need to increase inclusive investment in human capital, effectively reduce the educational burden of families with financial difficulties, and raise the educational level of children of low-income people. we will improve the old-age and medical security systems, gradually narrow the gap in social security benefits between workers and residents and between urban and rural areas, and gradually raise the basic old-age pension for urban and rural residents. we need to improve the system of assistance for those in need, speed up efforts to narrow the gap between urban and rural standards for social assistance, and gradually raise the level of subsistence allowances for urban and rural residents to meet their basic living standards. on the other hand, we need to properly regulate excessive income, improve the individual income tax system, and standardize management of capital income. while protecting legitimate income in accordance with the law, we need to prevent polarization and eliminate unfair distribution.
